Richard is an accomplished executive and public servant whose career spans Fortune 500 corporations, consulting firms, and state government. Most recently, as Commissioner of the Indiana Department of Workforce Development, he led a 900-person agency through cultural and operational transformation, strengthened statewide education and workforce programs, and stewarded a $1.6 billion UnCoemployment Insurance Trust Fund while overseeing roughly $500 million in annual workforce and program funding.
Richard has held senior finance and operational leadership roles and founded a healthcare valuation firm, developing expertise in financial stewardship, data-driven strategy, and organizational transformation. He builds high-performing teams, cultivates trust with diverse stakeholders, and guides organizations through periods of significant change. Grounded in lived experience with economic hardship and food insecurity, Richard brings a values-centered approach to advancing equity, opportunity, and community well-being.
He holds an MBA in finance and accounting from the University of Michigan and a BA in psychology from Harvard College.
